Binance founder and crypto billionaire Changpeng Zhao has been appointed as a strategic advisor to the Pakistan Crypto Council (PCC), the Finance Division announced on Monday.
The appointment was described as a key step in Pakistan’s push to integrate blockchain and digital assets into its financial framework.
Zhao’s new role was announced during a meeting of the PCC, chaired by Finance Minister Muhammad Aurangzeb, and attended by key government stakeholders. Zhao also held separate meetings with Prime Minister Shehbaz Sharif and Deputy Prime Minister Ishaq Dar.
The PCC was formally launched last month with the goal of regulating and promoting the adoption of blockchain technology and digital assets in Pakistan.
In March, the government appointed UK-based entrepreneur Bilal Bin Saqib as the council’s chief adviser to the finance minister.
“This is a landmark moment for Pakistan,” said Finance Minister Aurangzeb. “We are sending a clear message to the world: Pakistan is open for innovation. With Zhao onboard, we are accelerating our vision to make Pakistan a regional powerhouse for Web3, digital finance, and blockchain-driven growth.”
PCC CEO Bilal Bin Saqib said Zhao’s appointment would help guide Pakistan’s transition toward the future of finance, describing him as a “pioneer who built the world’s largest crypto exchange.”
According to the press release, Zhao will advise on regulatory frameworks, infrastructure development, public education, and broader adoption strategies. He is expected to work with both government bodies and private stakeholders to help build a competitive and inclusive crypto ecosystem.
“Pakistan is a country of 240 million people, over 60 per cent of whom are under the age of 30. The potential here is limitless,” Zhao was quoted as saying.
The Finance Division said the appointment marks a strategic move to position Pakistan among countries like Singapore, Dubai, and Switzerland that are emerging as leaders in Web3 innovation.
