NEPRA set to replace solar net metering with net billing

The National Electric Power Regulatory Authority (Nepra) is set to proceed with a plan to replace the existing solar net metering system with net billing, a move that could trigger resistance from solar consumers and industry stakeholders.
The power-sector regulator will hold a public hearing on Friday to review the proposed shift under the draft Prosumer
Regulations 2025, which were issued on December 16 as part of broader reforms to Pakistan’s renewable energy framework.
Net metering allows consumers to receive full credit for electricity generated and exported to the grid, while net billing compensates surplus power at a lower rate.
Under the proposed system, solar consumers would be paid less for electricity supplied to the grid than what they pay for power drawn from it.
Earlier attempts by the Power Division to revise the net metering policy were withdrawn following strong opposition from consumers and stakeholders.
The matter has now been placed before Nepra for regulatory consideration.
