Govt launches EV policy 2025–30, sets 30% electric vehicle sales target

The Government of Pakistan unveiled the National Electric Vehicle (NEV) Policy 2025–30 on Thursday, marking a significant move toward cleaner and more sustainable transportation.

At the launch event, Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan described the new policy as a “historic and transformative step” in the country's pursuit of industrial, environmental, and energy sector reforms, according to a press release issued by the Ministry of Industries and Production.

Khan emphasized that the NEV policy aligns with the Prime Minister's vision to foster clean, affordable, and sustainable transport options, support local manufacturing, and promote environmental conservation.

Highlighting the urgent need for change, he pointed out that Pakistan's transport sector is a key contributor to greenhouse gas emissions, and tackling it through reforms is essential.

One of the main goals of the policy, he said, is to ensure that 30% of all new vehicles sold in Pakistan by 2030 are electric.

The proposed shift is estimated to conserve 2.07 billion litres of fuel annually, translating into foreign exchange savings of nearly $1 billion.

Moreover, the initiative aims to cut carbon emissions by 4.5 million tons and reduce healthcare costs by $405 million each year.

To support the rollout, Khan announced a Rs9 billion subsidy for the fiscal year 2025–26, which will help facilitate the purchase of 116,053 electric bikes and 3,171 electric rickshaws.

“Importantly, 25% of the subsidy is reserved for women to provide them with safe, affordable, and eco-friendly mobility,” he added.
