A Chinese company has accused Ghulam Mohiuddin Mughal, the director of the Sindh Barrages Improvement Project, of making exorbitant demands for money and property as a "commission" to approve a contract for the corporation.

Journalist Imtiaz Chandio shared a copy of the alleged letter, dated December 30, 2024, which was addressed to the Karachi branch of the National Accountability Bureau (NAB).

The letter was written by two foreign companies operating as a joint venture, China Road and Bridge Corporation (CRBC) and Hubai Shuizong Water Resources and Hydropower Construction Co. Ltd. (HBSZ-JV). 

The companies accused the Sindh government employee of making unjustified demands despite the contract being awarded through a transparent bidding process.

The letter detailed that the joint venture had successfully secured the contract for the restoration and upgradation of the Sukkur Barrage. 

However, Ghulam Mohiuddin allegedly demanded a commission and later escalated his demands by sending a picture of the Burj Khalifa in Dubai, asking for a 3,600 sq. ft. apartment in the iconic building to be purchased in his name.

The project director allegedly pressured the company repeatedly to fulfill his demands.

The Chinese firms urged Pakistani authorities to investigate the matter and take legal action against the official. They also warned that if no action is taken, they may suspend work on the project midway.

The incident could harm Pakistan's reputation among foreign investors and companies. As the country struggles to revive its cash-strapped economy, such allegations risk undermining efforts to attract international business and investment.
