Intending pilgrims to register once for Hajj under new 4-year policy

The federal cabinet on Tuesday approved a four-year Hajj policy for 2027-2030 aimed at improving long-term planning, streamlining operations and enhancing services for pilgrims.
During the cabinet meeting, the participants were briefed that the new framework marks Pakistan's first multi-year Hajj policy, replacing the previous practice of formulating the policy on an annual basis.
The government said the policy would enable better operational planning and improve facilities for pilgrims. Standard operating procedures (SOPs) and other regulations will be developed for its implementation, while amendments may be made to keep the policy aligned with Saudi Arabian laws and regulations.
Under the new policy, intending pilgrims will be able to register once for Hajj up to 2030 instead of applying every year. The registration system will allow applicants to choose their preferred year of pilgrimage, with a priority waiting list to be maintained.
The government will also introduce a Shariah-compliant Hajj savings scheme to help prospective pilgrims save for future travel.
Officials said the entire Hajj management system would be digitised, including payments, complaint handling and monitoring mechanisms. The policy also outlines the allocation of government and private Hajj quotas, introduces both long and short Hajj packages, and includes mandatory pilgrim training, as well as takaful (Islamic insurance) and emergency response arrangements.
