NADRA to issue lifetime CNICs to differently abled persons

The National Database and Registration Authority (NADRA) has announced the approval for the issuance of national identity cards with lifetime validity for individuals with disabilities, as stated in a press release on Tuesday.
These groundbreaking amendments to the NADRA Rules 2002 are designed to enhance inclusivity, streamline documentation processes, and address the specific needs of individuals living with disabilities in Pakistan.
A census report released by the Pakistan Bureau of Statistics in 2023 indicates that approximately 7.5 million individuals in Pakistan have disabilities. Globally, an estimated 1.3 billion people, or about 16 percent of the population, experience significant disabilities.
NADRA's statement regarding the amendments highlighted that one of the key changes is the provision of unique identity cards for individuals with disabilities, which will carry lifetime validity.
“Adult individuals recognized as special citizens, whether residing in the country or abroad, will be eligible for national identity cards that feature a wheelchair logo and are valid for a lifetime,” NADRA stated.
Additionally, NADRA will provide child registration certificates or juvenile cards adorned with the wheelchair symbol for children with disabilities. Pakistani citizens who register as organ donors will also receive national identity cards that include a donor logo, which will similarly have lifetime validity.
“By implementing lifetime validity for these identity cards, the federal government has reiterated its dedication to simplifying processes and acknowledging those who make unique contributions to society,” the statement concluded.
Individuals with disabilities in Pakistan encounter numerous challenges, including discrimination, exploitation, and mistreatment.
Nevertheless, recent initiatives, such as the enactment of the ICT Rights of Persons with Disabilities Act 2020 and the ratification of the United Nations Convention on the Rights of Persons with Disabilities in 2011, have been undertaken to enhance their circumstances.
