Despite rapid technological advancements in Pakistan’s digital ecosystem, a stark gender and regional divide continues to hinder inclusive digital growth. According to a diagnostic report by the Asian Development Bank (ADB), women are 35% less likely than men to own a mobile phone.

The report titled "Pakistan's Digital Ecosystem" released by the Asian Development Bank highlights findings from GSMA’s 2023 Mobile Gender Gap Report, stating that 35% fewer women than men own a mobile phone, with ownership rates at 52% for women compared to 81% for men. Women are also 38% less likely to use mobile internet. 

However, these figures may understate actual usage, as many women use mobile devices registered under male relatives' names, obscuring real access rates.

Barriers contributing to this digital gender gap include a lack of family approval, concerns over online harassment, and fears regarding the misuse of personal information.

Women report higher rates of discomfort with unwanted calls and messages (5% versus 3% for men) and worry more about identity theft. Additionally, only 14% of ICT graduates are women, and the digital skills gap remains wide, with a 35% computer literacy gap.

Rural women face compounded challenges, including limited digital infrastructure, cultural constraints, and affordability issues. Over 60% of Pakistan’s population lives in rural areas, where internet connectivity remains sparse and expensive.

While urban centres benefit from faster mobile networks and greater digital access, remote areas are left behind. 

To bridge the gap, the report called for comprehensive efforts addressing infrastructure development, affordability, digital literacy, and sociocultural norms.
