Starlink clears major regulatory hurdle for operations in Pakistan

In a significant development, the Pakistan Space Activity Regulatory Board (PSARB) has approved the issuance of a No Objection Certificate (NOC) to Elon Musk’s Starlink, paving the way for the company to receive a license from the Pakistan Telecommunication Authority (PTA).
According to sources, the PTA could take up to four weeks to issue the license. The regulatory authority will review Starlink’s NOC and evaluate whether the company meets all necessary compliance requirements.
Additionally, PTA will assess Starlink’s submitted technical and business plans before granting final approval.
Once registered, Starlink will receive a certification from PTA. However, after obtaining the license, the company may require at least one year to establish its operations in Pakistan.
PTA sources stated that satellite service providers must secure clearance from PSARB before commencing operations.
The regulatory board has already determined technical parameters such as frequency, power, and earth gateway stations for Starlink’s Low Earth Orbit (LEO) satellites, which will operate at altitudes between 250 to 500 kilometers.
To streamline the registration process, an international consultant was hired to assist with regulatory matters.
Pakistan adopted its space licensing regime in 2022, followed by the establishment of space-related regulations and the formation of the Space Regulatory Board in 2023.
Additionally, sources confirmed that Starlink is registered with the Securities and Exchange Commission of Pakistan (SECP), further solidifying its commitment to entering the Pakistani market.
