Starlink’s launch in Pakistan delayed amid licensing hurdles

Starlink’s plans to launch satellite internet services in Pakistan have been delayed once again due to regulatory hurdles, as the Pakistan Telecommunication Authority (PTA) awaits the company's permanent registration with the Pakistan Space Activities Regulatory Board (PSARB).
According to official sources, the PTA will not grant Starlink a full operational license based solely on its current temporary registration. The PSARB had initially issued Starlink a temporary registration on March 21, but has since clarified that a permanent registration is a prerequisite for full licensing.
Starlink representatives stated that the company is waiting for final clearance from Pakistani authorities, noting that only the government and PTA can provide detailed explanations regarding the delay.
Earlier, IT Minister Shaza Fatima had informed the National Assembly’s Standing Committee on Information Technology that Starlink’s services could begin by November or December 2025.
She also highlighted Starlink and Shanghai Space of China as prominent entrants to Pakistan’s satellite internet market.

Despite the licensing delay, Starlink continues to develop infrastructure in anticipation of regulatory approval. PTA officials had previously signaled that a full license would be granted once all relevant procedures and regulatory requirements were completed.
