Pak Army allowed to use 'firearms' to maintain law and order during SCO meeting

The district administration in Islamabad has granted the army sweeping powers to maintain law and order during the Shanghai Cooperation Organisation (SCO) meeting in the federal capital.
The decision came after the authorities in Islamabad and Rawalpindi imposed Section 144 in the twin cities, citing fears of disruption of peace.
According to the notification issued by the district administration, the army will have the authority to take action against miscreants, arrest them, and use baton charge and tear gas against protesters.
The administration said that force will be used minimally, and the army will only take action in response to threats or the presence of miscreants.
"The Rules of Engagement will govern the deployment of Armed Forces in aid of Civil Power under Article 245 of Constitution, 1973," the notification read.
The army's deployment will be determined by the military commander on the ground in consultation with the police commander.
In the event of a threat or attack, the local commander may employ measures such as warnings to demonstrators, show of force, and warning shots fired over the heads of hostile elements.
The army is also authorised to return hostile fire effectively and promptly to stop hostile acts.
"No rule or legal procedure limits one's right to take appropriate action to defend himself and the infrastructure or entities entrusted to him," it stated.
The deployment of the army will cover the entire city of Islamabad, including the airbase, airport, routes, venues, accommodation, and buildings in the Red Zone.
The move aims to provide security to foreign delegates attending the 23rd meeting of the SCO Council of Heads of States on October 15 and 16 in the federal capital.
