A Karachi resident has received a traffic fine for a motorcycle that was stolen weeks earlier, highlighting serious gaps in coordination between policing and enforcement systems.

The motorcycle was stolen on 22 December 2025 from outside the owner’s residence in the Rizvia area of Karachi.

Although the affected citizen promptly registered a police complaint, the vehicle could not be traced.

On 5 January, the stolen motorcycle was spotted in Clifton Block 4 through Safe City surveillance cameras.

Despite this, instead of recovery action, a traffic challan of Rs5,000 was issued for a violation — the pillion rider was not wearing a helmet.

Ironically, the motorcycle owner had already been fined earlier on 29 November for not wearing a helmet himself, prior to the theft.

The challan issued after the theft included a photograph in which the face of one of the suspects riding the motorcycle is clearly visible.

The affected citizen has appealed to the authorities to arrest the suspects, recover the stolen motorcycle, and cancel the challan issued in his name, stating that he should not be penalised for offences committed by criminals using his stolen vehicle.
