KP imposes restrictions on civil servants marrying foreign nationals

The government of Khyber Pakhtunkhwa has imposed restrictions on marriages between government employees and foreign nationals, introducing new conditions under official rules.
Under the revised policy, civil servants must obtain prior approval from the government before marrying a foreign national.
Failure to do so will result in disciplinary action for violating official regulations.
According to a notification issued by the Human Resource Management Department Khyber Pakhtunkhwa, the new rules—titled Khyber Pakhtunkhwa Civil Servants (Restrictions on Marriage with Foreign Nationals) Rules 2026—prohibit government employees from entering into such marriages without prior consent.
Any violation of these rules will be treated as misconduct, leading to departmental proceedings against the concerned employee.
The notification further states that strict action will be taken under the Khyber Pakhtunkhwa Government Servants (Efficiency and Discipline) Rules 2011 if an employee marries or even commits to marrying a foreign national without approval.
As per the new framework, civil servants must submit a formal application through their respective administrative department when seeking permission.
The application must include relevant documents, a character clearance certificate, and an affidavit confirming that the foreign national is not involved in any illegal or anti-state activities.
The government will consider multiple factors before granting approval, including the nationality of the prospective spouse, diplomatic relations between Pakistan and the individual’s country, as well as security and intelligence clearances from relevant agencies.
Cases of government employees who have already married foreign nationals without prior permission will also be reviewed by the authorities for further action.
The notification adds that the government retains the authority to grant exemptions in specific cases based on written justification.
These new rules have come into immediate effect, and all provincial departments have been directed to ensure strict implementation.
