ICC mulls revival of ODI Super League, rules out two-tier WTC model

The next cycle of the World Test Championship (WTC) is expected to include all 12 Full Member nations in a single division, after a proposed two-tier structure failed to gain sufficient support during the ICC’s quarterly meetings in Dubai.
The working group, headed by former New Zealand cricketer Roger Twose, had examined structural reforms for all three formats of international cricket. While the two-tier Test model was discussed, concerns over financial implications, limited playing opportunities for lower-ranked sides, and potential relegation of top teams led to its rejection.
Instead, a unified WTC structure has been recommended, likely including Afghanistan, Zimbabwe and Ireland in the next cycle starting July 2027. Each team will be required to play a minimum number of Tests, though the figure is yet to be finalised.
Separately, the ODI Super League, discontinued after the 2023 World Cup, may be revived to bring renewed context to the 50-over format. The proposed league could return in 2028, though details remain under consideration.
The ICC has also reviewed qualification pathways for future T20 World Cups, with a proposal for a global qualifying tournament involving both Full and Associate Members. These matters will be further debated in the ICC’s upcoming meetings next year.
