The Indian government made unsuccessful attempts to shift the blame for the Pahalgam incident onto Pakistan, as foreign diplomats remained unconvinced by the unsubstantiated explanations, which lacked evidence of a cross-border attack, according to a New York Times report.

The report stated that following the Pahalgam attack, India called at least 100 foreign diplomats to its Foreign Office, where they were shortly briefed about the suspects, their identities, and the use of technical intelligence in pahalgam attack.

According to the NYT, diplomats and analysts believe that during this briefing, India could not present any evidence against Pakistan.

At least four diplomats, who attended the meeting, stated that New Delhi was apparently attempting to build a case against its neighbour, but didn't have any evidence that could clearly establish Pakistan's involvement in the Pahalgam attack.

The incident, which occurred on April 22, left 26 people dead, mostly tourists, and was described as the deadliest attack in Indian-occupied Jammu and Kashmir (IIOJK) since 2000. 

Since the incident, the two nuclear-armed neighbours have been exchanging accusations and taking measures against each other.

The Senate had unanimously passed a resolution last week, refuting India's allegations that Pakistan was behind the gunmen's attack in IIOJK's Pahalgam area.

The Senate condemned the Indian government's malicious campaign to tarnish Pakistan's reputation by following the same strategy of "exploiting the issue of terrorism for narrow political goals".

In response to India's aggressive actions following the Pahalgam incident, Pakistan firmly rejected New Delhi's unilateral suspension of the Indus Waters Treaty, warning that any attempt to block the flow of water allocated to Pakistan would be considered an "act of war".
