The Government of Sindh has issued a no-objection certificate (NOC) for Aurat March in Karachi, but with 28 conditions, including restrictions on slogans, speeches and participant conduct.

According to the NOC issued by South Deputy Commissioner Javed Nabi Khoso, the march will be held at Sea View Karachi on Sunday from 3:30pm to 7:30pm to mark Mother’s Day.

The permission comes after organisers reportedly faced delays in approval and raised concerns over lack of response from authorities.

The document states that all participants must comply with existing laws and ensure peaceful conduct of the event. It also assigns organisers responsibility for internal security arrangements.

The NOC places a ban on anti-state and anti-religion slogans, banners or speeches, as well as any content considered hateful or provocative. It also prohibits speeches against state institutions, including the armed forces, or remarks deemed to create social or sectarian tension.

It further bars participation or support from banned organisations and restricts “objectionable clothing” and promotion of LGBTQ-related content.

Security measures outlined include screening of participants, deployment of volunteers, walkthrough gates, and coordination with law enforcement agencies. Parking and entry arrangements are also strictly regulated under the guidelines.

 

The administration warned that organisers will be responsible for any law and order issues and that permission can be withdrawn if conditions are violated.
