Karimabad Underpass misses deadline as delays push cost to nearly Rs4 billion

KARACHI: The Karimabad Underpass project, launched by the Karachi Development Authority (KDA) in December 2023 with assurances of providing a modern transport solution and easing traffic congestion, remains incomplete despite multiple revised deadlines.
The project, initially scheduled for completion by 10 April, has yet to be opened for public use as of 14 April, raising concerns over prolonged delays and escalating costs.
Stretching approximately one kilometre, the underpass was originally estimated to cost around Rs1.35 billion.
However, due to repeated delays, design changes and reported administrative inefficiencies, the cost has now risen to nearly Rs4 billion, according to project-related sources.
A site visit reveals that while certain sections of the underpass have been carpeted and decorated with graphic work, several areas remain unfinished.
In particular, portions of the roadway are still awaiting completion, with surface finishing and detailing works ongoing.
Questions have also been raised regarding the width of the underpass. Although officials previously demonstrated that two vehicles could pass simultaneously, in practical conditions, the passage appears too narrow for comfortable two-way traffic, particularly when larger vehicles are involved.
Motorcyclists may pass with limited clearance, but safe simultaneous passage of two cars remains questionable.
Lighting installation also remains incomplete. One side of the underpass is equipped with functional lights, while the opposite side lacks full electrical wiring and fixture installation, despite pipes already being laid.
Drainage infrastructure is visible along the route, connecting to constructed water tanks further along the passage.
On-site officials have suggested that the remaining work consists of finishing touches and that the project may be completed within the next four to five days.
However, visible conditions indicate that substantial work is still pending.
Throughout the construction phase, the project has faced repeated design revisions and technical challenges, leading to delays that have not only impacted progress but also affected daily commuters and traffic flow in the area.
The continued delay has raised fresh questions over project oversight and accountability, as citizens await the completion of yet another long-delayed infrastructure scheme in the city.
