Former Indian Army officer Lieutenant General (Retd.) H.S. Panag has issued a sobering reminder to the Indian leadership, warning that Pakistan remains a nuclear-armed state with considerable capacity to endure a limited conflict.
His remarks come amid heightened tensions following the deadly attack on tourists in Indian-occupied Kashmir’s Pahalgam area.
Calling the April 22 incident — in which 26 tourists lost their lives — one of the deadliest attacks on civilians in the region, Panag urged Indian authorities to exercise strategic patience.
He said that decisions should not be driven by public sentiment or political pressure, but rather by a clear and calculated military and diplomatic strategy.
"Pakistan still holds nuclear capabilities and can endure a limited war scenario," General Panag cautioned. He further noted that India does not currently enjoy any significant technological edge—whether in missiles, drones, or conventional military strength—that would allow it to launch retaliatory strikes without facing serious consequences.
Panag acknowledged Pakistan’s ability to respond effectively to any potential Indian aggression and advised Indian policymakers to prepare for that reality. “Reacting in haste could escalate the situation beyond control,” he warned.

The general’s comments come amid a flurry of aggressive diplomatic steps taken by India in response to the Pahalgam attack.
These include the suspension of the Indus Waters Treaty, the closure of the Attari border checkpoint, and a directive ordering all Pakistani nationals in India to leave the country within 48 hours.
Panag’s candid assessment has sparked debate in Indian strategic circles, with some viewing his remarks as a necessary voice of reason amid growing calls for military action.
