The Saudi Ministry of Interior has announced new procedures and travel regulations ahead of Hajj 2025, aimed at ensuring the safety and security of pilgrims and managing access to the holy city of Makkah.

According to a notification issued on Sunday, April 13, 2025, the final date for Umrah visa holders to enter Saudi Arabia is Sunday, April 13, while the last date for departure is Tuesday, April 29. Authorities warned that any failure to leave the Kingdom by the specified deadline will be considered a violation of immigration laws.

Starting Wednesday, April 23, access to Makkah will be restricted. Entry will only be permitted to individuals carrying a valid work permit, a residency ID issued from Makkah, or an official Hajj permit.

Foreign residents from other regions in the Kingdom will not be allowed to enter Makkah unless they obtain a valid permit.

Violators attempting to enter without proper documentation will be turned back at checkpoints, including Al Shumaisi, the ministry stated.

Additionally, the issuance of Umrah permits through the “Nusuk” platform will be suspended from April 29 to June 10, 2025.

The government has also clarified that individuals holding any visa type other than an official Hajj visa will not be allowed to enter or remain in Makkah starting April 29.

Foreign nationals who need to enter Makkah or other sacred sites for employment purposes must apply for travel permits through official portals.
