Starlink, the satellite-based internet service owned by Elon Musk, has yet to begin operations in Pakistan due to regulatory and security concerns, according to sources.

Authorities have cited issues related to local regulations and national security as primary obstacles. Additionally, Starlink's reluctance to offer billing in local currency poses a challenge, as subscription payments in U.S. dollars could exert pressure on Pakistan’s foreign exchange reserves.

Experts warn that Starlink’s infrastructure could potentially allow users to access blocked or objectionable websites, bypassing state-imposed filters, firewalls, and monitoring systems. The reliance on foreign infrastructure is also viewed as a potential cybersecurity risk.

IT professionals emphasize the need for the Pakistani government to establish a clear policy on data protection and cybersecurity, as Starlink operates independently of national internet gateways.

Despite these concerns, progress has been made. The Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) has issued a No Objection Certificate (NOC) to Starlink after the company fulfilled all technical and regulatory requirements set by the Space Regulatory Board.

The U.S.-based company has completed three key phases of local registration, including with the Securities and Exchange Commission of Pakistan (SECP), the Pakistan Software Export Board, and the Space Activities Regulatory Board. The final step remains registration with the Pakistan Telecommunication Authority (PTA), which is currently reviewing Starlink’s submitted documentation.

Sources confirmed that Starlink's operations will not disrupt existing network infrastructures. Pakistan introduced a National Satellite Policy in 2023 and, in 2024, implemented new Space Activities Rules to strengthen national satellite communications.

Pending final regulatory clearance from the PTA, Starlink’s entry into Pakistan’s internet landscape could mark a significant technological milestone.
